As NAA’s Assistant VP of Housing Policy & Regulatory Affairs, Nicole is a thought leader on fair housing policy, landlord-tenant and property operations issues. She helps to shape NAA’s federal legislative and regulatory priorities and manages the association’s federal regulatory advocacy program. She also leads a team of experts that conduct legislative research and analysis on industry policy concerns, while supporting NAA’s network of state and local affiliates. Nicole attended Indiana University, earning a B.A. in Political Science and Studio Art with a minor in Art History.

Victoria Cowart, CPM currently serves as the Director of Education & Outreach for PetScreening, bringing along experience in operations, animal processing-focused property management, risk management and pet/animal data. As a property management instructor and graduate/participant of NAAEI Advance Facilitator Training and NAA Leadership Lyceum, her rental housing resume includes providing management and oversight for rental housing communities (conventional & subsidized), mobile home communities and HOAs. Victoria is passionate about education, simplification and creating ease and understanding for industry members. She received her B.S. in HR Management/Personal Administration and a B.B.A. in Management of Business & HR from Southern Wesleyan University.
