The Breeden Company announced the addition of Sydney Balmer, CAM, to the multifamily property management’s Regional Director team. Balmer joins the Breeden organization with more than 17 years of experience and will oversee a portfolio of multifamily assets in the South Hampton Roads market of Virginia. Prior to joining Breeden, Balmer was a long-time residential community manager at Drucker + Falk, focusing on continued stabilization of Class A assets.

Omar del Rio has joined Eastwind Development as Vice President of Acquisitions and Development. He is based in Eastwind’s Palm Beach Gardens, Fla., corporate headquarters and will contribute significantly to the company’s growth plans throughout south Florida. A highly accomplished multifamily developer with more than 25 years of experience, del Rio is responsible for spearheading Eastwind’s development of new multifamily communities throughout south Florida. Prior to joining Eastwind, del Rio was Senior Vice President at Quarterra.

William “Bill” Stoll   •   Managing Director   •   BH Properties   •   Los Angeles

BH Properties has launched a new affordable housing investment initiative led by affordable housing executive William “Bill” Stoll, who joins the firm as Managing Director. An adjunct to the firm’s value-add multifamily platform, the new platform will focus on Low-Income Housing Tax Credit (LIHTC), Section 8 and age-restricted housing throughout the United States. Stoll, brings to BH more than $6 billion dollars in transaction experience over his nearly 14-year career at Steadfast Companies. Stoll joined the public non-traded REIT in 2009 as manager of a Southern California portfolio of 10 LIHTC properties, eventually rising to Executive Vice President of Acquisitions.

CBRE has hired John Boyett as a First Vice President and Adam Feldman as a Senior Associate in the firm’s Woodland Hills office in Los Angeles. They will focus on multifamily investment sales in the greater Los Angeles area. Both were previously at Matthews Real Estate Investment Services: Boyett was an Associate Vice President and Feldman was a Senior Associate.

With five years of multifamily investment sales experience, and first-hand oversight over his family’s investment property portfolio, Boyett brings a unique perspective and in-depth market knowledge to help clients achieve their investment goals with the disposition and acquisition of multifamily income properties nationwide. Prior to this, he played several seasons in the NFL and Canadian Football League.

Feldman specialized in the acquisition, disposition and analysis of multifamily assets across the U.S. with Matthews Real Estate Investment Services. He brings more than three years of experience along with his exceptional work ethic and expertise of pricing strategies, underwriting and the national multifamily market to the team.

EAH Housing announced the addition of Katherine Fleming and Karim Sultan to its executive leadership team as Senior Vice President of Portfolio and Vice President of Operations and Corporate Governance, respectively.

Fleming joins EAH Housing with over 25 years of experience as an asset management executive for BRIDGE Housing, RBC Capital Markets and Resources for Community Development. She will work to continue building and strengthening both the asset management and compliance departments while also managing EAH Housing’s entire portfolio in the context of its growth plans and development pipeline to position the company for success.

Sultan joins EAH Housing with experience in nonprofit and for-profit affordable housing sectors. Most recently, Sultan served as COO at East Bay Asian Local Development Corporation (EBALDC), where he was responsible for directly supervising the property management, asset management, human resources, IT and administration departments. Sultan serves as a board member for NPH Northern California and on several finance and audit committees.

Hunt Capital Partners has named Lou Bosso Senior Director of Investor Relations. He brings 18 years of experience in real estate finance and development, with a focus on affordable housing acquisitions and legislative policy to his new role where he will be working with HCP’s investor partners to increase the supply of affordable housing for families and seniors through proprietary and multi-investor funds. Prior to joining HCP, Bosso worked primarily in the state affordable housing credit sector.

Evergreen Real Estate Group announced Jewell Walton has joined the company in the newly created position of Vice President of Public Partnerships. Walton, who joins Evergreen from the Chicago Housing Authority (CHA), will focus on diversifying the firm’s affordable housing portfolio by partnering with public housing agencies to convert assistance for existing public housing communities to long-term, project-based Section 8 contracts under the Rental Assistance Demonstration (RAD) program. At CHA, Walton most recently served as Deputy Chief of RAD programming. Prior to her time at CHA, Walton was a project manager for S.B. Friedman & Company for more than 10 years, where she prepared and directed numerous market and financial feasibility studies for family and senior affordable housing developments throughout the state of Illinois.

Tour24 announced it has been selected as the self-guided tour partner for Case & Associates Properties, Inc., and has appointed multifamily and student housing veteran Erik Sumwalt as Vice President of Product. Sumwalt is joining Tour24 from a position managing Greystar’s owned asset software and product platform, and he boasts 17 years of experience in the real estate business, where he has managed assets in Texas and New Jersey. He has extensive experience working in both multifamily and student housing and his perspective will be invaluable to Tour24 moving forward.

Dominium has promoted Meg Tibbs to the role of Vice President of Operations. In her expanded role, Tibbs will continue to support Dominium communities through training, communication, policy management and project implementation, while also driving and maintaining industry leading property management standards. Tibbs joined Dominium in 2007 and has held a variety of site and corporate roles including Leasing Consultant, Assistant Manager, Community Manager and Director of Operations. She has experience and expertise in tax-credit and market-rate properties as well as historic rehabilitation communities.

Bilt Rewards announced the appointment of Douglas M. Bibby as Chairman of the Bilt Rewards Alliance. In this new and critical role, he will work closely with Bilt’s network of owners and operators representing over three million units and growing. Bibby is an experienced executive whose career has spanned senior leadership positions in communications, mortgage finance and residential real estate. He most recently retired from the National Multifamily Housing Council (NMHC) where he served as President for over 21 years. Prior to joining NMHC, he spent 16 years as a senior officer of Fannie Mae, where he served on the company’s Management Committee throughout his tenure.
