Philadelphia jumped 42 spots in February to seventh, knocking Orlando, Fla., down a notch to eighth, just ahead of the biggest top 10 mover: Spokane, which skyrocketed 49 spots.

Little Rock, Ark., showed the biggest growth, moving 90 positions to 13th. Fellow Twin City, St. Paul, increased 73 spots to 17th in the top 30 rankings. San Jose, Calif., sank 16 spots to 30th.
