NAA Board Adopts Policy on Energy Efficiency Benchmarking

The NAA Board of Directors has approved a statement of policy on energy efficiency benchmarking requirements for apartments. Benchmarking itself is an emerging standard practice for many owners and operators in the industry; however, the issue still represents significant operational challenges as more localities seek to mandate these requirements. Additionally, some local governments are pursuing aggressive labeling and disclosure obligations.

A working group of NAA members looked at all aspects of the issue and crafted a statement of policy that:

  • Supports voluntary benchmarking as a means to improve an apartment building’s energy performance
  • Opposes mandatory labeling and retrofit requirements
  • Urges policymakers to work with apartment owners and operators to develop voluntary benchmarking programs that address the unique characteristics of apartments.

The Board approved the policy on June 14, 2016.
