NAA/NMHC continue to press for meaningful reforms in the Section 8 program.
On March 17, Rep. Maxine Waters (D-CA) reintroduced voucher reform legislation (H.R. 1209) that failed to pass in the last Congress. The bill would make numerous program changes long supported by NAA/NMHC, including streamlining the inspection process, simplifying rent determinations and income reviews, establishing a more reliable annual funding formula and providing for additional vouchers. It also includes a provision we oppose that would extend a temporary provision enacted in 2009 that requires the new owners who purchase a foreclosed property to assume any existing Section 8 housing assistance payment contracts. Reform efforts may be helped by the fact that the Section 8 program consumes such a large portion of the overall HUD budget and reform could produce significant cost savings.
