Small-Area FMR Pilot Program

On April 20, HUD issued a notice soliciting metro areas to participate in a demonstration program (76 FR 22122) to test setting fair market rents (FMR) for the Section 8 voucher program at the ZIP code level. Current FMRs are set at the metro level, which means that few units qualify in high-cost neighborhoods within metro areas. By setting rents at the ZIP code level, HUD hopes to create FMRs that more accurately reflect rents in specific neighborhoods and to test whether that expands neighborhood choice for voucher holders.
