 Pittsburgh Requires Apartment Owners to Tell Residents About Trash Rules

On Oct. 28, the Pittsburgh City Council gave its final approval to an ordinance requiring apartment owners to get initialed forms from their residents confirming that they understand the city's trash day rules. These rules call for trash to be put out in plastic bags, which can be in cans no bigger than 35 gallons, between 7 p.m. and 6 a.m., with recyclables collected every other week. Council members also added an amendment allowing the city to fine owners whose residents improperly put out garbage. Councilwoman Tonya Payne, author of the amendment, rages, "This is disgusting, that these [owners] aren't taking better care of their property." Violators could be fined up to $50 for the first violation, and $500 for subsequent violations. The initial fine is doubled for owners of apartment communities of six or more units.
