One of President Bush’s stated second-term priorities is to
overhaul the Federal tax code. While the President believes that our tax system is too complex, unfair, and discourages savings and investment, he has not offered a specific reform proposal. Instead, he has appointed a bipartisan advisory panel to study reform options and make recommendations by July 31, 2005.
