 Phil Carlock to be Inducted Into NAA Hall of Fame 

 

Arlington, VA, April 13, 2010—The National Apartment Association (NAA) is pleased to announce that Phil Carlock, CAPS, CPM, Chairman of the Executive Committee and Vice Chairman of the Board of the Directors of ECI Group, Marietta, Ga., will be inducted into the NAA Hall of Fame.

Phil CarlockInduction into the NAA Hall of Fame represents the highest honor that can be bestowed upon an apartment professional. Carlock is the 13th person inducted over the 71-year history of NAA and will be recognized June 24 during the 2010 NAA Education Conference & Exposition in New Orleans.

Carlock, the 2001 NAA President (now recognized as Chairman of the Board), has been in the apartment industry for nearly 40 years, and has more than 35 years’ experience in senior-level apartment industry leadership. He was President of three Atlanta-based corporations prior to joining ECI Management Corp. in 1981 as Vice President and became its President in 1986. He was CEO of ECI Group from 2004-2008.

During his year as NAA President, Carlock was the architect and leader of the highly successful NAA Strategic Growth Initiative which, to date, has helped to add 2 million new units to NAA membership. Carlock also raised funds that were instrumental in growing the scope of NAA’s State and Local Government Affairs Department.

He first served on the NAA Board of Directors in 1993 as a Region Vice President, remaining at that position until being voted NAA Secretary in 1996, and thus was part of the NAA Executive Committee through 2002.

Carlock also was 2002 President of NAA’s Education Foundation. Carlock’s initiatives in 2003 and 2004 were responsible for moving NAA in the direction that resulted in the formation of the NAA Education Institute (NAAEI) in 2004. He then served two years on the NAAEI Board of Directors.

Among the NAA leadership roles Carlock served are NAA Past Presidents Committee (2002-2010); Chairman of the Strategic Growth Committee (2004-2005); Budget & Finance Committee Chair (1997-1998); Education Conference & Exposition Committee Chair (1997); Legislative Committee Chair (1996); Joint Legislative Committee (1996); and NAA Political Action Committee Chair (1994).

Carlock has played a critical role in the leadership of the Atlanta Apartment Association (AAA) since 1983 when he was asked to serve on its Board. He was AAA President in 1990.

He was a founder of Georgia Apartment Association and its second President.

Carlock was the first Chairman and a co-Founder of the Georgia Apartment Industry Education Foundation, which has helped develop apartment management-based coursework that is delivered at Georgia Tech University and the University of Georgia.

Carlock earned a B.A. in Business Administration from Georgia State University in 1968 and attended its Graduate School of Business in 1970.
