In the absence of a federal climate and energy policy, state and local governments have been the vanguard of policies promoting both energy and natural resource conservation. These policies generally come in two forms: incentives and mandates.

NAA opposes retroactive energy efficiency mandates for existing buildings and instead favors the use of incentives to encourage multifamily firms to invest in energy efficient building technologies. Such incentives include tax credits and deductions, grants, rebates, density bonuses and expedited permitting.
