Nationally and internationally recognized model building and fire codes are often adopted as law by state and local governments. The International Code Council (ICC), the National Fire Protection Association (NFPA), and the US Green Building Council (USGBC) are just some of the organizations that produce these codes.

When state and local policies fail to exempt existing buildings from the application of newly adopted codes, building owners must pay for extremely costly retrofits to make them code compliant.
